This report is concerned with the connections between team optimal and person-by-person optimal solutions for static teams with countably infinite decision makers. The average cost problem for static teams is studied and sufficient conditions are presented such that a person-by-person optimal policy gives the team optimal policy. Furthermore, we present a constructive method to approximate the team optimal policy for a static team with countably infinite decision makers with the team optimal policy for static teams with finitely many decision makers.
