Abstract

This report focuses on urban intensification policy in the Greater Golden Horseshoe (GGH) and evaluates the intensification policy of select municipalities in the GGH. Urban intensification is advocated in Ontario through a series of documents such as the Growth Plan for the Greater Golden Horseshoe (2017) in order to limit detrimental impacts on the environment and to prevent unsustainable urban growth. As a result, municipalities in the area are required to adopt urban intensification practices and policies. The purpose of this research was to understand how urban intensification policy is framed in the GGH, to identify areas of strength and weakness, and to outline recommendations for strategic, efficient, and sensitive intensification policy. The official plans of ten municipalities within the Greater Golden Horseshoe were evaluated using a set of criteria developed for this research. From these results, the strengths and weaknesses of intensification policy were identified and case study analyses of four municipalities (Peel Region, Mississauga, Toronto, and Barrie) were completed to develop a set of recommendations to improve intensification policy in the GGH.
