This pamphlet may be the work of either the Very Reverend Patrick Dollard, from whose hands Bishop Phelan received the last Sacraments and rites of the Church, or the Right Reverend Bishop Farrell, who celebrated High Mass at the Funeral services for Bishop Phelan.
