Abstract

This is a study that traces the development of the present-day City of Kingston from its historical beginnings to its last Boundary Expansion in 1998. The growth of the City of Kingston is documented in terms of eleven significant Boundary Expansions, and the implications of each are examined from a legal and planning perspective. The goal of the study was also to examine the role that the Government played in the development of the land from the earliest times to the present. This was achieved by the identification of the Government of the day that had the authority to deal with the land, and the extent to which the land had been developed by the Government. The thesis documents the eleven Boundary Expansions of the original town-site, and all are confirmed by Statute. Six additional properties were also examined and recorded that joined the City of Kingston in the 1952 Annexation or the 1998 Amalgamation. The significant events are set out on an historical basis. The methodology, followed by an examination of the relevant literature and statutory primary sources, sets the stage for the French and British background that follows, and the thesis then proceeds to examine each of the eleven Boundary Expansions of the City of Kingston from its development as a Town and then a City, culminating with the 1998 final Boundary Expansion through Amalgamation with its neighbouring townships. Over the Centuries the present-day City of Kingston grew from a tiny military settlement to a large City. Each of the eleven Boundary Expansions were fully examined from a legal perspective and the role of Government identified in each instance. References for each of the eleven Boundary Expansions are fully recorded in the study. Particular emphasis is placed upon the 1998 Amalgamation, and a detailed analysis made of the events surrounding this significant change to the City of Kingston. The study concludes with an assessment of this final Boundary Expansion and its possible affect on the City of Kingston in the future.
